Ok, so these must be only temporary rings not the "official" metal rings. Sine the blue dot is not visible on No.2's head, I suggest these rings are for identification for the clinic. And I see that #3 doesn't have a ring, so the identification is only for the older ones, to tell who is who.

we have no news, so I don't know what they were watching, but at least we can distinguish number 1 from number 2, even though we don't know if that's the case.
