There are numerous reasons: heat so panting (not this reason here), something causing an obstruction (e.g. like a fish hook), illness or building up to eject a pellet, ...

maybe it's stuffy (according to the weather forecast, rain is likely)

Wow, beautiful area. But those rock cliffs are really high. So I'm not surprised that the male doesn't fly to the nest so often. It must be very strenuous for the injured wing.
